On September 29, 2025, India’s Ministry of Commerce and Industry announced that, pursuant to an application filed by domestic manufacturer RenewSys India Private Limited, it has initiated an anti-dumping (AD) investigation into imports of “Solar Encapsulants, excluding EVA Encapsulants” originating in or exported from China. The product under consideration in this application is “Solar Encapsulants, excluding EVA Encapsulants.” According to the applicant, solar encapsulants fall into three categories: POE, EPE, and EVA encapsulants.
 

With EVA under AD duties, India’s POE/EPE probe may extend coverage to all encapsulants

India already initiated an AD investigation into Chinese EVA encapsulants starting in 2018 and imposed five-year AD duties on manufacturers in February 2019. Betterial, First, and Sveck were granted individual duty rates, while other manufacturers were subject to a general AD duty. In 2023, India launched a sunset review of EVA encapsulants and reimposed five-year AD duties in March 2024, including USD 590/MT for Changzhou Sveck and USD 897/MT for other producers.

During the PERC era, EVA encapsulants were widely used, prompting Indian manufacturers to apply for an AD investigation, resulting in AD duties that remain in effect to this day. With the evolution of PV technologies and the arrival of the TOPCon era, encapsulant materials and technologies have diversified, and the use of POE and EPE has gradually increased. Consequently, AD measures against POE and EPE have also been put on the agenda.

Given that EVA encapsulants are already subject to AD duties, the current application targets the remaining two types—POE and EPE. Once approved, this investigation would bring all PV encapsulant materials under the scope of AD measures.

This AD investigation on POE and EPE encapsulants is still at an early stage, pending further review by the DGTR and submissions from interested parties. However, given India’s track record of two previous AD investigations into Chinese EVA encapsulants and multiple probes targeting other PV materials, the current application is likely to be approved.
 

With AD investigation still pending, trade barriers on PV bill of materials (BOMs) warrant attention

India’s PV supply chain is accelerating its localization efforts, with the Approved List of Manufacturers and Models (ALMM) scheme reinforcing domestic production requirements for cells and modules. Encapsulants and other auxiliary materials have also been brought under trade control measures. Following the launch of the current AD investigations into encapsulants from China and other regions, import costs and barriers have risen, prompting PV manufacturers to reassess supply chain strategies and risk management.

As India’s module capacity expands rapidly, the demand for stable supply of key auxiliary materials—such as encapsulants, backsheets, and glass—has grown stronger. In addition to strengthening domestic production, India is evaluating alternative supply options from nearby regions to strike a balance between cost and supply security.

Through localization policies, the ALMM implementation, and AD measures, India exemplifies the growing global focus on the supply of key PV auxiliary materials.
